Professor Charles Kolstad of the Stanford Institute for Economic Policy Research (SIEPR) wrote a policy brief that outlines two major reasons the coal industry has been in decline. When you step back and look at the data it is pretty easy to determine that a major increase in coal jobs, especially in the Eastern states is not in the offing. This is in contrast to the mis-information that EPA Administrator Scott Pruitt said last weekend. Productivity limits growth

Productivity of US coal miners peaked around the year 2000 and except for the past few years has been in a downtrend. Even if the relaxation of regulations helps sustain the recent uptrend I doubt that there will be a huge uptick.
